On the first floor in the center of the building, there is an information booth that will tell you where the various rooms are.

The Legislative Chambers is on the 2nd Floor.

The Public Balcony, overlooking the Chambers, is on the 3rd Floor.

Use the stairs to the right of the double, glass doors.
